Together toward energy efficiency and sustainable development

Thanks to the support of “Organization for Security and Co-operation in Europe“, the NGO „Environment Engineering Group“ began a process of dialog among different interested groups. The aim of the dialog is establishing sustainable development and energy efficiency in Serbia

 

After many years working on establishing energy efficiency on the territory of Autonomous Province of Vojvodina, “Environment Engineering Group” got a support and chance to spread its work to the other parts of the Republic of Serbia. Within the project, five roundtables were held in the towns of Niš, Kruševac, Sremska Mitrovica, Gornji Milanovac and Kragujevac. On these roundtables, the representatives of local self-governments, public communal companies, educational institutions, non-governmental organizations, industry, the media and everyone interested had a chance to hear about possibilities for energy efficiency improvement in their field of work. On the roundtables it was also talked about the steps that will have to be undertaken for establishing sustainable development in energy sector, but in correlation with policy and measures that Serbia will be obliged to fulfil in order to become a member of European Union.


Most often we are not aware of how big effect on the environment is caused by irrational usage of energy supplied appliances. This is why a documentary was prepared within the project. The documentary clearly shows how the energy is provided, what is the image of energy in Serbia like and how much effort and work is needed if we want to fulfil all the standards that we are obliged to, provide sustainable future and healthy environment for the forthcoming generations.

 

Achieving energy efficiency is one of the preconditions for establishing sustainable development and this is how it is defined in the National Strategy for Sustainable Development of the Republic of Serbia. One of the factors that to a great extent affects achieving energy efficiency is understanding measures that have been proposed  and are available in different sectors of the Government. Each sector for industry development and public and households consumption will be obliged to adjust to the increase of the energy costs and switching from non-renewable to renewable energy resources. The first to adjust will have advantage and savings that will provide them adequate sharing of resources in the future.   

 

 

About 70% of electrical energy in Serbia is provided by incineration of lignite, that among all types of coal is the one with the least heat content

 

 

Lignite exploitation affects environment in Kolubara and Kostolac basins that are the biggest coal basins in Serbia. Whole towns are moved in order to reach the layers of lignite that is afterwards transported to thermo-power stations where it is incinerated and turned into electrical energy. The process of lignite incineration impacts the environment as well because of the emissions of greenhouse gases, carbon dioxide the most. Moreover, waters near thermo-power stations are thermally  loaded. Huge quantity of waste ash is a big pollutant of air in towns that are near thermo-power stations and coal basins. Knowing that huge amount of electrical energy provided from coal is spent daily and taking into consideration the process of providing this energy, it is easy to calculate how much lignite is needed to be incinerated to satisfy daily needs for electrical energy. 

 

Multiply your consumption of kWh by a coefficient from 1.5 to 2.0 and you will get how many kilos of lignite was dug and incinerated to satisfy your needs

 

Bearing this calculation in mind and being aware of the fact that lignite is a non-renewable energy source and that its turning into electrical energy causes serious consequences on the environment, we will understand the necessity of turning the light off when we leave a room and turning off appliances when we are not using them. This represents a small, but significant action in achieving energy efficiency and sustainable development in Serbia.

 

Activities done within the project:

 

Roundtables in the towns of Niš, Kruševac, Sremska Mitrovica, Gornji Milanovac and Kragujevac

 

As part of the project five roundtables were held by “Environment Engineering Group” in cooperation with partners and regional centres for energy efficiency. One hundred fifty-seven representatives of public communal companies, local self-governments, non-governmental organisations, industry, the media, educational and scientific institutions attended the roundtables.

 

Rountable in the town of Niš – 26/11/2009

 

The roundtable in Niš was held on 26/11/2009 in the big Hall of Regional Centre for Professional Development of Employees in the Field of Education– Niš (address: Trg Svetog Save bb, Niš)

 

Local partner in Niš was the City of Niš – Advisory body for environment protection and sustainable development that helped in making the roundtable successful and in gathering 27 representatives of different institutions.

In the discussion it was emphasized that there is a need for social consensus about necessity of rational energy consumption and necessity of constant informing and educating people and those who make decisions about possibilities and advantages that energy efficiency provide.

Roundatable in the town of  Kruševac – 27/11/2009  

 

The roundtable in Kruševac was held on 27/11/2009 in the Hall of Regional Chamber of Commerce and Industry Kruševac  (address: Balkanska 63, Kruševac)

 

Local partner in Kruševac was Educative centre Kruševac that helped in making a successful roundtable and gathering 31 representatives of different institutions in Kruševac.

In the discussion it was emphasized that in private companies there are good examples of measures undertaken in order to achieve energy efficiency and measures to reduce water consumption during work and production of the company. It was concluded that these examples should be followed in other sectors also, for achieving rational energy and water consumption. Also, it was emphasized that energy efficiency should not be an excuse for increasing pressure on the housewives and that energy efficiency should be achieved without reducing life and work comfort.

In the discussion it was emphasized that there is lack of knowledge and interested people among decision makers in this field. It was also said that public and non governmental sector capacities are not currently strong enough to influence decision makers to deal with the problems. Readiness for spreading information about these problems was shown.

In the discussion it was emphasized that there is a great need for introducing measures for energy efficiency and that these measures have to show their economic justification. It was also said that conditions for measuring achieved results have to be provided. Moreover, it was said that examples of successful actions for achieving energy efficiency and structure in local self-government that will work on these problems as it is in the town of Kragujevac, should be promoted more and used as the base for municipalities that are not on their way towards energy efficiency and developing mechanism for its achieving.

Roundatable in the town of Kragujevac – 24/12/2009 

 

Roundatbale in Kragujevac was held on 24/12/2009 in the Great Hall of Business innovation centre – Kragujevac (address: Trg Topolivaca 4, Kragujevac)

 

Local partner in Kragujevac was NGO “Non-smokers Educational centre” that helped in making a successful roundtable and gathering 37 representatives from different institutions from Kragujevac.

In the discussion it was emphasized that the City of Kragujevac can serve as a good example of how the local self-government arranged conditions for development and implementation of the project in the field of energy efficiency; It was said that the contract on business-technical cooperation with the Agency for Energy Efficiency of the Republic of Serbia had been already signed. Also, three projects in the field of energy efficiency had been prepared and financial support for the realization of these projects had been being looked for. It was also emphasized that in some cases devices for measuring and regulation had been old or there had not been any, so that it had been impossible to reduce energy consumption although it is overspent. The cooperation among sectors in society and constant education and informing the public were recognised as necessity in establishing sustainable development is Serbia.
